WAMITAB are the Awarding Body for the waste management industry (WAMITAB is a joint awarding body with the Scottish Qualifications Authority for Scotland for SVQs in Scotland).
As part of the Environmental permitting programme the Environment Agency consulted on the specific need for waste operators to demonstrate technical competence. Consultees supported the requirement but stated the need for improvements. Due to this an invitation to the industry to develop schemes, that could replace the existing statutory system of Certificate of Technical Competence (C0TCS) and Environment Agency assessment. CIWM and WAMITAB developed and gained approval for their scheme in December 2008.
CIWM/WAMITAB Scheme Summary:
All waste activities are classed as low, medium or high risk. The level of risk determines the qualification required.
Operators can choose the Qualifications and Credit Framework (QCF) to demonstrate competence. The QCF’s are sufficient to demonstrate competence, although the individual may still wish to register with WAMITAB to receive a CoTC. The CoTC award is only available with the 12 unit awards. The Operators Competence Certificate (OCC) is issued with all awards.
Two new qualifications have been developed for the scheme. An EPOC (Environmental Permit Operators Certificate), is offered for low risk activities. VRQ’s (Vocationally Related Qualification) is offered for medium risk activities. Both of these require attendance on training courses followed by an assessment.
